The Virginia House and Senate have unanimously passed a measure aimed at keeping Richard Alvin Ausley and other convicted sex offenders under civil incarceration after their criminal sentences end.

Ausley had been slated for release this spring after completing his sentence for kidnapping and repeatedly raping a 13-year-old in 1973. The victim in that incident, Paul Martin Andrews, told in last week's Hook his story of being held captive for a week in a wooden box.

Andrews has lobbied extensively for the measure, House Bill 2445, which passed the House January 31 on a 97-0 vote, and the Senate February 3 by a vote of 39-0. According to Governor Mark Warner's spokesperson, Ellen Qualls, implementing the measure depends on the General Assembly's budget votes, which will happen at the end of February.
